One South Calvert Street, Baltimore 21202 The Apprenticeship and Training Council, created by Chapter 671, Acts of 1966, consists of seven members, six of whom are appointed by the Governor with the advice of the Secretary of Licensing and Regulation and with the advice and consent of the Senate. The seventh member is the Commissioner of Labor and Industry who serves ex officio and who votes only in case of a tie vote. Of the six appointive members, three are representatives of employee organiza- tions, and three are representatives of employers. The Council encour- ages the development of an apprenticeship and training system through the voluntary cooperation of management and labor and interested State agencies and in cooperation with other States and the Federal government, formulates policies for the overall appren- ticeship program, formulates and adopts standards of apprenticeship which safeguard the welfare of apprentices, registers apprentices under approved apprenticeship agreements and issues certificates of completion to apprentices who are registered with the Council and who have successfully completed their apprenticeship, provides guid- ance and counsel on the establishment of other forms of on-the-job training and performs such other functions as the Governor may direct or as may come within the scope of the Council (Code 1957, 1969 Repl. Baltimore Street, Baltimore 21202 The Board of Boiler Rules, originally established by Chapter 676, Acts of 1920, had its membership enlarged by Chapter 430, Acts of 1969. The new board is composed of five members appointed by the Governor with the advice and consent of the Senate for four-year terms. Of the appointed members, one must represent the owners and users of high pressure boilers, one must represent manufacturers or assemblers of boilers, one must represent insurers of boilers, and one represents the American Society of Mechanical Engineers. The repre- sentative of the American Society of Mechanical Engineers serves as Chairman of the Board. The Commissioner of Labor and Industry serves as an ex officio member without a vote. The Board formulates definitions, rules and regulations' for the safe construction, use, installation, maintenance, repair and inspection of high pressure and low boilers and nuclear vessels for sale or use in Maryland (Code 1957, 1971 Repl. Vol., Art. 48, sees. 167-180). |
