Licensing and Regulation who is appointed by the Governor with the advice and consent of the Senate, The Deputy Secretary is appointed by the Secretary with the approval of the Governor and serves at the pleasure of the Secretary. The two Assistant Secretaries are appointed by and serve at the pleasure of the Secretary. The Department consolidated over thirty State agencies and boards responsible for licensing and regulating businesses, professions, and trades. The Secretary of Licensing and Regulation is also responsible for the administrative and operational procedures relating to bud- geting, purchasing, personnel and planning for his office, as well as the other agencies, commissions and boards which comprise the De- partment. Included in the new Department of Licensing and Regula- tion are the following agencies, hoards and commissions; Maryland Architectural Registration Board, the State Athletic Commission, the Bank Commission, the Banking Board, the Bank Regulation Board, the Board of Barber Examiners, the Board of Boiler Rules, the Division of Building, Savings and Loan Associations, the State Board of Cosmetologists, the Board of Electrical Examiners and Super- visors, the Board of Examining Engineers, the Board of Examiners for Hearing Aid Dealers, the Maryland Home Improvement Commis- sion, the State Board of Inspection of Horse Riding Stables, the In- surance Division, the Apprenticeship and Training Council, the Em- ployment Agency Advisory Board, the Minimum Wage Advisory Com- mittee, the Occupational Health and Safety Advisory Board, the Ad- visory Council of Prevailing Wage Rates, the Board of Examiners of Maryland Pilots, the Maryland State Board of Censors, the Board of Examining Moving Picture Machine Operators, the State Board of Commissioners of Practical Plumbing, the State Board of Registra- tion for Professional Engineers and Professional Land Surveyors, the Maryland State Board of Public Accountancy, the Maryland Racing Commission, the Maryland-Bred Race Fund Advisory Committee, the Real Estate Commission, the Real Estate Hearing Board, and the Commissioner of Small Loans. The same act which created the De- partment of Licensing and Regulation abolished the Central Licensing Office (Code 1957, 1971 Repl. Vol., Art. 41, sees. 221-221E). Ketcham, Executive Secretary One South Calvert Street, Baltimore 21202 Telephone: 383-2008 The five-man Architectural Registration Board, originally estab- lished as the Board of Examiners and Registration of Architects by Chapter 309, Acts of 1935, adopted its present name by Chapter 463, Acts of 1968. Members of the Board are appointed by the Governor with the advice of the Secretary of Licensing and Regulation and with the advice and consent of the Senate for five-year terms, the term of one member expiring each year. Appointees to the Board must have engaged in the independent practice of architecture for at least ten years, and at least three of the members must be graduates of ap- proved schools of architecture.
