The Secretary of Public Safety and Correctional Services, with the ap- proval of the Governor appoints three correctional, parole or proba- tion officers each representing different geographical regions of the State for three year terms. The Deputy Secretary for Correctional Services is the Chairman of the Commission. The Commission, with the approval of the Secre- tary of Public Safety and Correctional Services, appoints the Execu- tive Secretary (Code 1957, 1971 Repl. Vol., Art. 41, sec. 70B). The five members of the Commission are appointed by the Governor with the advice of the Secretary of Public Safety and Correctional Services for terms of four years. Of the five members not less than two can be lawyers qualified to practice law in the State of Maryland and not less than two can be persons of knowledge and experience in one or more of the fields under the jurisdiction of the Department of Public Safety and Correctional Services. The Secretary of Public Safety and Correctional Services, with the advice of the Commission and with the approval of the Governor, appoints the Executive Director who serves at the pleasure of the Secretary. Any person confined to an institution within the Division of Cor- rection, or otherwise in the custody of the Commissioner of Correction, or confined to the Patuxent Institution, who has any grievance or complaint against any officials or employees of the Division of Cor- rection or Patuxent Institution may submit such grievance or com- plaint to the Inmate Grievance Commission for adjudication (Code 1957, 1971 Repl.
