The Governor originally appointed this Council in 1969 to advise
him on economic matters. By an Executive Order during the same
year, he established the Council as a permanent agency. The Council
is to advise the Governor on State fiscal economic problems and rec-
ommend solutions and policies.

The State Administrative Board of Election Laws, created by
Chapter 685, Acts of 1969, exercises supervision over the conduct of
elections in the State.
The Board consists of five members appointed by the Governor by
and with the advice and consent of the Senate for two year terms.
After July 1, 1971, all terms will be for four years. Three members
must be of the same political party as the Governor, while two mem-
bers represent the party which received the second greatest number
of votes in the most recent gubernatorial election. The Board selects
its own officers.
The Governor also appoints the State Administrator of Election
Laws for a six-year term.
The Board assumed all powers and duties formerly vested in the
Secretary of State with regards to elections. It adopts rules and regu-
lations to assist the local Boards of Supervisors of Elections with
regards to elections, voting, and voter registration. The Board is to
keep election records and make an annual report to the General
Assembly (Code 1957, 1967 Repl. Vol., 1969 Supp., Art. 33, sees. 1A-1,
18-1,18-2).

Acts of 1896, had its membership expanded by Chapter 739, Acts of
