The Governor appointed the members of this Council in 1968 by
Executive Order to replace the Maryland Development Council. The
Council carries out the terms of the Appalachian Regional Develop-
ment Act of 196& (PL 89-4).
The purpose of the Council is to provide informed and. coordinated
county and community leadership to implement the purposes of the
Appalachian Program. The Council also assists the Governor and his
delegate on the Appalachian Regional Commission in planning and
decision-making in order that they may best represent the interests of
Appalachian Maryland in the joint Federal-State program. This pro-
gram has been organized to expand the economy and to develop con-
structively the resources and economic opportunities of the Appa-
lachian Region to the maximum for the long-range benefit of the
residents of the region.

The Wholesome Meat Advisory Council was established pursuant to
the Maryland Wholesome Meat Act, Chapter 618, Acts of 1968. It
was created for a period of three years to provide broadened repre-
sentation in policy determinations with regard to meat inspection in
the State. All members were appointed by the Governor from repre-
sentatives of the State Health Department, the Baltimore City Health
Department, the Maryland Farm Bureau, the Maryland Agricultural
Commission, the Consumer Protection Division of the office of the
