St. John's College, Annapolis 21401 Telephone: 263-2372 'The Maryland Commission on the Capital City, created by Chapter 202, Acts of 1965, consists of seven ex officio and four appointed members, the latter of whom serve for four-year terms, two terms expiring every two years. No member can serve more than two con- secutive four-year terms. The ex officio members are the President of the Senate, the Speaker of the House of Delegates, the Secretary of State Planning, the State Senators for Anne Arundel County, the Mayor of the City of Annapolis, the County Executive of Anne Arundel County, and the Superintendent of the United States Naval Academy. The Governor designates the chairman from among the appointed members. The Commission, which is purely advisory, is to examine means of preserving the colonial and historic features of Annapolis. At the same time, it is to plan for the city's orderly growth and development. The Commission may also make specific recommendations on landmark resources, the needs for governmental activities and community re- sources and facilities, the city's physical development, and any other community needs (Code 1957, 1965 Repl. The Maryland Airport Authority was created by Chapter 441, Acts of 1968. It consists of five members appointed by the Governor with the advice and consent of the Senate. The members must be residents of the State of Maryland, not representing or supporting any special interests. At least one member must be a resident of Baltimore City, and one member must reside in Anne Arundel County. The Governor designates the Chairman while the Authority elects the Vice Chair- man. The members of the Authority also elect both the Secretary and the Treasurer. The Authority was created to oversee the operation and develop- ment of Friendship International Airport and other airport facilities in Maryland. The Authority has the power to issue revenue bonds for the improvement of the airport. The Authority may also obtain land by condemnation, if approved, by the Board of Public Works, for the extension of Friendship Airport, or for the construction of other airports anywhere in Maryland. It may also hire consultants to make surveys of whatever nature It needs and to fix charges for the use of the airport and enter into agreements with concession operators. The Authority was established to replace the Airport Board and the general responsibility for the administration, construction, mainte- nance, repair and operations of airport facilities generally. Because of pending litigation, the Authority has not yet fully organ- ized to carry out the duties and responsibilities placed upon it (Code 1957, 1964 Repl. Vol., 1968 Supp., Art. 62C). |
