MARYLAND MANUAL 167 Fisheries Commission, the Scenic River Review Board, the Water Sciences Advisory Board, and such other departments, agencies, com- missions, boards, committees, councils or units as may hereafter by law be declared to be part of the Department of Natural Resources. The Secretary of Natural Resources is responsible for the coordi- nation and direction of comprehensive planning in the area of natural resources. He has the power to approve, disapprove, or modify any plan, proposal, project or program of the departments and other agencies or units within the jurisdiction of the Department of Natural Resources. He is responsible for promulgating rules and regulations for his office and has revisory power over the activities, rules and regulations for all the departments and other agencies within the Department of Natural Resources (Code 1957, 1965 Repl. Hammer, Executive Secretary The Board of Review of the Department of Natural Resources was created by Chapter 154, Acts of 1969. The Board consists of seven members who are appointed by the Governor with the advice of the Secretary of Natural Resources and the advice and consent of the Senate for three-year terms. Of the seven members, four must repre- sent the general public. The remaining members must be persons of knowledge and experience in one or more of the fields under the jurisdiction of the Department of Natural Resources. The Governor designates the Chairman. The Board of Review hears and determines appeals from those decisions of the Secretary of Natural Resources or from any depart- ments or other agencies within the Department of Natural Resources. The Board is responsible for the adoption of procedures for hearings and is the final body of the Department to hear and act on appeals. Finally, the Board makes recommendations regarding the operation and administration of the Department of Natural Resources (Code 1957, 1965 Repl. Vol., Art. 41, sees. 236-237). Staff: 14.
