104 MARYLAND MANUAL The Authority surveys and analyzes the State's needs and formu- lates a plan of services and facilities for the prevention and control of drug abuse and the diagnosis, treatment and rehabilitation of drug abusers. It also develops programs in the field of drug abuse, carries on pilot clinic programs for the treatment of drug addiction and the control of drug addicts, provides education and training in drug ad- diction and control and disseminates information relating to private and public services and facilities in the State available for the assist- ance of drug abusers. The Authority also has the power to establish facilities for the treatment of drug abuse. It is also to provide for a Drug Addiction Rehabilitation Center for the study, care, treatment, and rehabilitation of drug users (Code 1967, 1965 Repl. Vol., 1969 Supp., Art. 43B, sees. 4-25). Cannon, Commissioner of Correction; Raleigh C. Hobson, Di- rector of the State Department of Social Services; Leighton W. Dudley, Director of Parole and Probation; David T. Mason, Chairman of the State Parole Board; Joseph F. Caskey, Direc- tor of the Drug Abuse Authority; Thomas J. D'Alesandro III, Mayor of the City of Baltimore. Appointed members: Joseph Louis Amico, 1970; Michael D. Potash, M.D., 1970; Steven V. Sklar, 1970; Grant Brough, 1971; Frank Caprio, M.D., 1971; Raymond L. Gray, 1971; Leonard J. Attman, 1972; Samuel H. Hoover, 1972; Martin J. McNamara, 1972. The Advisory Council on Drug Abuse, created by Chapter 404, Acts of 1969, consists of certain ex officio members and nine members representing the general public who are appointed by the Governor for three-year terms. The ex officio members are the State Superin- tendent of Schools, the Commissioner of Mental Hygiene, the Com- missioner of Health, the Commissioner of Labor and Industry, the Commissioner of Correction, the Director of the State Depart- ment of Social Services, the Director of the State Department of Parole and Probation, the Chairman of the State Parole Board, the Director of the Drug Abuse Authority and the Mayor of the City of Baltimore. The Governor designates the Chairman and the Vice Chairman who must be members appointed from the general public. The Council advises the Governor and the Drug Control Authority on the formulation of a comprehensive plan for long range develop- ment through the utilization of federal, state, local and private re- sources of adequate services and facilities for the prevention and control of drug addiction, diagnosis, treatment, and control of drug addicts and the revision from time to time of such a plan. The Council also promotes, establishes, coordinates and conducts unified programs for education, prevention, diagnosis, treatment, rehabilitation and con- trol in the field of drug abuse in cooperation with other federal, state, local and private agencies. The Council further evaluates existing and planned programs and facilities administered by the Authority (Code 1957, 1965 Repl. Vol., 1969 Supp., Art. 43B, sec. 3). |
