entitled thereto, such amount as the condemning authority
shall estimate to be the fair value of said property, pro-
vided such legislation requires that the condemning author-
ity's estimate be not less than the appraised value of the
property being taken as evaluated by at least one qualified
appraiser, whose qualifications have been accepted by a
Court of Record of this State, and also requires the payment
of any further sum that may subsequently be awarded by
a jury. This section, if adopted by the voters in the year
1968, at the time it becomes effective, is void and of no
further effect if the voters of the State prior thereto have
adopted a revision of the Constitution of Maryland proposed
by a Constitutional Convention.
SEC. 2. And be it further enacted. That the aforegoing
section hereby proposed as an amendment to the Constitu-
tion of this State shall, at the next general election, to be
held in this State in the year 1968, be submitted to the legal
and qualified voters thereof for their adoption or rejection
in pursuance of directions contained in Article 14 of the
Constitution of this State, and at the said general election,
the vote on the said proposed amendment shall be by ballot,
and upon each ballot there shall be printed the words "For
Constitutional Amendment" and "Against Constitutional
Amendment," as now prescribed by law, and immediately
after said election, due returns shall be made to the Gov-
ernor of the vote for and against said proposed amendment,
as directed by said Article 14 of the Constitution, and
further proceedings had in accordance with said Article 14.

(Senate Bill 341)
AN ACT to propose an amendment to Section 40A of Article
III of the Constitution of Maryland, title "Legislative
Department," to provide a procedure for the immediate
taking of private property for public use in Anne Arundel
County, providing for the submission of this amendment
to the qualified voters of the State of Maryland for their
adoption or rejection, and providing for a contingency by
which this amendment may be void and of no further
effect.
SECTION 1. Be it enacted by the General Assembly of
Maryland, (Three-fifths of all the Members of each of the
two Houses concurring), That the following amendment be
