This institution was established by Chapter 392, Acts of 1870, as the
House of Reformation for Colored Boys. By Chapter 70, Acts of 1937,
when the property was purchased by the State, it became known as
the Cheltenham School for Boys The present name was adopted by
Chapter 692, Acts of 1949 The school provides for the care and train-
ing of delinquent boys in the middle age group (chiefly 14 to 15 1/2
year old youths). During the 1964 fiscal year it provided care for 641
boys committed to the school and 201 boys who were detained there.

VICTOR CULLEN SCHOOL

By Chapter 818, Acts of 1965, the State Department of Public
Welfare was authorized to establish, maintain and operate a training
school for male minors to be known as the Victor Cullen School. Prior
to the enactment of this act, the facilities were known as the Victor
Cullen State Hospital, a tuberculosis hospital, under the general man-
agement of the State Department of Health originally established in
1908 as the State Sanitorium. The School serves older boys received
on direct commitment or on transfer from either the Maryland Train-
ing School for Boys or Boys' Village of Maryland. Similarly, the
School may transfer boys to either institution or to the Boys' Forestry
Camps. It is contemplated that the School will serve approximately
211 boys. The estimated average daily population for fiscal 1966 is
149 and for fiscal 1967, 170 (Code 1957, 1965 Supp., Art. 88A, sec. 38A).
