The _ Governor appointed this ten-member committee in 1962 to
serve in an advisory capacity to the Maryland Department of Em-
ployment Security, the State Department of Education, and the Gov-
ernor's Office to implement the training and retraining program of
the President's Manpower Development and Training Act.

REHABILITATION

The Governor appointed the Study Group in 1964 to analyze and
submit recommendations concerning a proposal for the State to pro-
vide a Comprehensive Rehabilitation Center for the severely disabled
persons in Maryland. Certain recommendations have been made, but,
essential details as to scope, size, and cost of such a Center remain
to be determined. A Federal grant has been obtained, one purpose of
which is to make such detailed determinations for a Comprehensive
Center in the course of developing a complete plan for vocational
rehabilitation services in Maryland. Accordingly, in 1965, the Governor
broadened the scope of the Study Group's activity and re-designated it
as shown. In order to effect coordination and cooperation, the Legis-
lative Council has designated three members of its special Committee
for Vocational Rehabilitation to serve as liaison representatives to the
Governor's Study Group.
STATE ADVISORY COMMITTEE ON
VOCATIONAL EDUCATION
Edward F. Dension, public member, 1966; Clayton Rusell, labor
member, 1966; Henry B. Kimmey, management member, 1967;
Mildred J. Seaborne, public member, 1967; Alfred C. O'Connell,
junior college member, 1968.
The State Board of Education appointed this State Advisory Com-
mittee on Vocational Education in 1965 under the provisions of Public
Law 88-210. The committee is to study the needs of vocational educa-
tion and to make recommendations from time to time to the State
Board of Education concerning the improvements and expansion of
vocational education facilities.
