the Department of Chesapeake Bay Affairs and the State Planning
Department. The old State Tax Commission was abolished and the
Department of Assessments and Taxation and the Maryland Tax Court
created. The Department of Research and Education was re-estab-
lished as the Natural Resources Institute at the University of Mary-
land and the governing bodies of the Departments of Health and
Mental Hygiene were consolidated into the Board of Health and
Mental Hygiene.
The membership of the Maryland Court of Appeals was increased
by Constitution amendment from five to seven, and several new circuit
court judgeships were created to relieve an overburdened judiciary.
