680 MARYLAND MANUAL more, submitted to the legal voters of the City of Baltimore, at such time and place as may be fixed by said ordinance, and approved by a majority of the votes cast at such time and place; such ordinance shall provide for the discharge of any such debt or credit within the period of forty (40) years from the time of contracting the same; provided, how ever or, that the authority e granted shall be subject to» such general limitations as the General Assembly, from time to» time; may adopt; and provided further that nothing contained herein shall in any manner prohibit the Mayor and City Council of Baltimore from creating any debt to the State of Maryland which may be authorized by an Act of the General Assembly of Maryland; but the Mayor and City Council may, temporarily, borrow any amount of money to meet any deficiency in the City Treasury, and may borrow any amount at any time to provide for any emergency arising from the necessity of maintaining the police, or preserving the health, safety and sanitary condi- tion of the City, and may make due and proper arrange- ments and agreements for the renewal and extension, in whole or in part, of any and all debts and obligations cre- ated according to law before the adoption of this Constitu- tion [.] ~ nor shall the credit of the Mayor and City Council [.] ffffJ•f•/^/w^ f\yf\ y^^l ft^n\ ^fn f)V l.f)f1^* "*^ ^.f) f\w* n/w ff^ff /) f f^fYi^l ^ /yff^/f vidual, aseociation w corporation; nw ehall the Mayor emd ^7?^*?J f^ f)^.fW {*.'i i. f\ I ^!f^.l'f'.^^YY^.f)'i'' {^. /^^y^^^7 /J?J ^i ^^{^^.t*f'^t* 'f'l'^] ^^-y.^j/^*J^ 'f',]^,f^ ^WL^YO^C^Y^.CY] t Yl or i'¥h cirn^ ti^ n a^i '?7 ci^fi thereto 'i[*h'}(*h ^hall involve the faith and credit of- the city nor mako any appro priaton therefor, unless such be authorized by an Act of- the General Assombly of Maryland.. . PROVIDED, HOWEVER, THAT THE CREDIT OF THE MAYOR AND CITY COUNCIL OF BALTIMORE MAY BE GIVEN, OR LOANED TO, OR IN AID OF ANY INDIVIDUAL, AS- SOCIATION OR CORPORATION AS THE SAME MAY BE AUTHORIZED FROM TIME TO TIME BY AN ACT OF THE GENERAL ASSEMBLY OF MARYLAND. SEC. 2. And be it further enacted, That the aforegoing section hereby proposed as an amendment to the Constitu- tion of this State shall, at the next general election to be held in this State in the year 1966, be submitted to the legal and qualified voters of the State, for their adoption or rejec- tion, in pursuance of the directions contained in Article 14 of the Constitution of this State, and at the same general election, the vote on the said proposed amendment shall be by ballot, and upon each ballot there shall be printed the words: "For the Constitutional Amendment" and "Against |
