COMMISSION TO IMPLEMENT THE PATUXENT RIVER
WATERSHED ACT OF 1961

The Governor appointed this Commission in 1965 at the request of
the General Assembly to consider means of implementing the pur-
poses of the Patuxent River Watershed Act of 1961 (Chapter 450,
Acts of 1961). The Commission is to propose a permanent organiza-
tion to administer the act and to protect the river and the watershed
from pollution. The Commission is composed of a member of the
General Assembly and one citizen from each of the counties lying in
the basin: Howard, Prince George's, Anne Arundel, Calvert, Mont-
gomery, Charles, and St. Mary's counties. The Commission is to report
to the General Assembly prior to the convening of the 1966 Session
(J. R. No. 32, Acts of 1965).
COMMISSION TO STUDY CHANGES AND BASIS OF
SELECTION FOR PATUXENT INSTITUTION

Martin D. Jenkins, Thomas J. Kenney, James Macgill, Richard
K. Rice, Lawerence F. Rodowsky.

The Governor originally appointed this special commission in 1964
to study the need for changing the laws governing the Patuxent Insti-
tution. The Commission was enlarged to include six additional mem-
bers in 1965. This Commission was appointed at the request of the
Board of Patuxent Institution to make recommendations about the
basis of selection because of the increase in the inmate population.
The Commission submitted its Interim Report to the Governor on
December 17, 1965. It is continuing its studies.
COMMISSION TO STUDY THE COAL SITUATION
IN WESTERN MARYLAND

Western Maryland Railway Company

The Governor appointed this special commission in 1962 to study
the coal situation in Western Maryland. Specifically, the Commission
was to make a complete study of the coal potential of Allegany and
Garrett Counties. The Commission completed its work and submitted
its report to the Governor on February 7, 1965.
