Central Laundry-Correctional Camp, Sykesvilie, Carroll County
This combined Laundry and Correctional Camp operation was es-
tablished in July 1960, to serve the laundry needs of three institutions
under the jurisdiction of the State Department of Mental Hygiene,
namely, the Springfield State Hospital, Spring Grove State Hospital,
and Rosewood Training School.
The normal rated capacity of this Camp is 168 inmates.

The Patuxent Institution, authorized by Chapter 476, Acts of 1961,
opened on January 3, 1955 under the administrative control of the
Department of Correction. By Chapter 629, Acts of 1961, the Institu-
tion became an independent agency under the control of a newly-
created governing Board. This Board consists of a Chairman and four
associate members, all of whom are appointed by the Governor with
the advice and consent of the Senate for four-year terms. Two of the
members of this Board must be chosen from the membership of the
Advisory Board of Patuxent Institution, and of these, one must be
a psychiatrist. The Board determines Institution policy and confers
at frequent intervals with the staff of the Institution.
The Director is the chief administrative officer of the Institution.
He must be a trained psychiatrist with at least five years experience
in the practice or teaching of psychiatry. Of the three Associate Di-
rectors, two of them must also be trained psychiatrists with at least
three years' experience in the practice or teaching of psychiatry.
The Patuxent Institution takes custody of intellectual or emotional
defective delinquents committed by the courts. The Institution evalu-
ates patients sent by the court to determine whether or not it will
recommend that the patient be declared a defective delinquent, and the
matter is then referred to the court for disposition. A commitment by
the court as a defective delinquent carries a completely indeterminate
sentence. The Institution offers educational, industrial and vocational
programs. Extensive use is made of group psychotherapy in the
treatment of patients.
