The Commission on Interracial Problems and Relations was created
by Chapter 548, Acts of 1951 to supersede the Governor's Com-
mission on Problems Affecting the Negro population. The Commis-
sion consists of nine members appointed by the Governor with the
advice and consent of the Senate for six-year terms so staggered that
three terms expire every two years. The Governor designates the
chairman of the Commission. The Executive Secretary of the Commis-
sion is appointed by the Commission. The Commission makes surveys
and studies of problems affecting the Negro population of the State
and the betterment of interracial relations. The Commission submits
an annual report to the Governor and General Assembly together
with recommendations, if any, for additional legislation (Code 1957,
Art. 49B, sees. 1-3; Acts 1959, chap. 201).

The State Coordinating Commission on Problems of the Aging
was created by Chapter I, Acts of 1959, in response to problems
created by the rapidly increasing population of older persons. The
Commission consists of sixteen members, of whom ten are appointed
by the Governor for staggered six-year terms. Of these ten, one
must be a member of the Maryland State Senate, and one, a member
of the Maryland House of Delegates. One must represent the Medical
and Chirurgical Faculty, and one, the Baltimore City Medical Society.
In addition, one must represent labor, one must represent industry,
one must be specially knowledgeable in research, one must be as-
sociated with the work of charitable organizations, and two must be
selected because of their interest in the problems of the aging. The
remaining six members must be, ex officio, the Commissioner of the
State Department of Health, the Commissioner of the Department of
Mental Hygiene, the Director of the State Department of Public Wel-
fare, the State Superintendent of Schools, the Executive Director of
the Department of Employment Security, and the Chairman of the
State Planning Commission. The Commission appoints an Executive
