and in carrying out an action program which would include an ever-
widening group of interested well-informed citizens.
At present the Commission has forty-four members. Staff and serv-
ices are provided by the Department of Public Welfare.

At the request of the General Assembly, the Governor appointed
this Commission to study the expansion of public higher education in
Maryland. The Commission is to report to the Legislative Council not
later than October 1, 1961 (J. R. No. 26, Acts of 1961).

At the request of the General Assembly the Governor appointed
this Commission in 1959 to study city-county fiscal relationships. The
Commission consists of thirteen members appointed as follows: the
Maryland Municipal League nominated four; the County Commis-
sioners Association nominated four; the President of the Senate
nominated two from among the members of the Senate; the Speaker
of the House of Delegates nominated two from among the members
of the House of Delegates; and the Governor appointed one member
of this own selection, who became chairman (J. R. No. 27, Acts of
1969).

The Governor appointed this Commission in 1960 upon the recom-
mendation of the State Board of Agriculture and the Department of
Geology, Mines and Water Resources to study and recommend meas-
ures to prevent soil erosion in Maryland.
