will be transferred to the Maximum Security Hospital at Jessups
in 1960.
The budget is predicated upon a population of 2710 for the fiscal
year 1959 and 2720 for 1960.

The Maximum Security Hospital will be put into operation early
in 1960. Persons requiring maximum security because of mental illness
shall receive care and treatment in the Maximum Security Hospital
within the general administrative control, supervision and direction of
the Department of Mental Hygiene (Code 1957, Art. 69, sees. 19A,
19B). The capacity of the building is 300 beds.

The General Assembly created the State Department of Public
Welfare in 1936 to supersede the Board of State Aid and Charities
established in 1900. The Department is the central, coordinating,
and directing agency of all welfare activities in the State, including
aid to dependent children, old age assistance, public assistance to
the needy blind, aid to the permanently and totally disabled, child
welfare services, and any other welfare activities financed in whole
or in part by the State or Federal government. The Governor
designates the Chairman of the Board and appoints its nine mem-
