ROSEWOOD STATE TRAINING SCHOOL

Rosewood State Training School, established by the General Assem-
bly of 1888, admitted its first children in 1889. The school provides for
the care, education, training, and rehabilitation of mentally retarded
children from all parts of the State.

Esther Loring Richards Children's Center
Joseph J. Reidy, M.D., Director

The Esther Loring Richards Children's Center, which opened in
1958, provides active, intensive, in-patient psychiatric treatment for
children with serious emotional illnesses. Children who can be returned
to their community after a relatively brief period of hospitalization
are admitted up to their fourteenth birth date.

The basic differences between the pathology of the mentally retarded
and that of the emotionally disturbed make necessary separate clinical
programs and budgets. Nevertheless, the Center is part of Rosewood
and its population, appropriations, and staff are included in the
figures given below.

The budget for Rosewood is predicated upon a population of 2165
for the fiscal year 1959 and 2280 for 1960.

SPRINGFIELD STATE HOSPITAL

The Springfield State Hospital, established by the General Assembly
of 1894, opened for patients in 1896. The hospital provides for the care
of mentally ill patients from Baltimore City, Baltimore County, and
the counties of Western Maryland, although patients from other areas
may be admitted as necessary. It is the facility for tuberculous and
psychotic epileptic patients from the entire State.

The budget is predicated upon a population of 3375 for the fiscal
years 1959 and 1960.

SPRING GROVE STATE HOSPITAL

the hospitalization of mentally ill patients from Baltimore City, Balti-
