The Advisory Board on Hospital Licensing, established in 1945,
consists of seven members appointed by the Governor for five-year
terms. The Board assists the Department of Health in the establish-
ment of minimum standards for the licensing of hospitals within
the State (Code 1957, Art. 43, sec. 564).

The Advisory Council on Hospital Construction, established in 1947,
consists of sixteen members: the Director of the State Department of
Health, the Commissioner of Mental Hygiene, and the Commissioner
of Health of Baltimore City, who serve ex officio; eleven members
appointed by the Governor; and two members appointed by the Mary-
land State Planning Department. The Council is to consult and advise
with the Board of Health in the administration of a State plan of
Hospital Construction under the terms of the Hill-Burton Act (Code
1957, Art. 43, sec. 567).

Miner's Hospital, established in 1912, is governed by a Board of
Trustees of seven members. Four are appointed by the Governor for
four-year terms; three are elected by the Board for two-year terms
(Acts 1912, chap. 441). The Miner's Hospital, founded originally for
the purpose of providing facilities to miners and their families, today
serves as a general hospital for the residents of Frostburg and
vicinity. Its capacity is 68 beds. During the fiscal year 1858, it
served a total of 81019 patients.
