available professional advice and assistance to all school and public
libraries. It administers State funds made available under the Public
Libraries Act (Code 1957, Art. 77, sees. 177-99).
Division of Vocational Rehabilitation
The Division of Vocational Rehabilitation, established by the Gen-
eral Assembly of 1929, administers the Federal Civilian Rehabilitation
Act, and the funds provided by it, within the State of Maryland.
The Division provides vocational rehabilitation and placement service
to physically handicapped persons. Branch offices are located in
Baltimore, Salisbury, Hyattsville, and Hagerstown (Code 1957, Art.
77, sees. 292-96).

STATE TEACHERS COLLEGES
The State Board of Education and the State Superintendent of
Schools constitute the Board of Trustees for the State teachers col-
leges. The Board of Trustees appoints the president and teaching staff
of each State teachers college and authorizes all the courses of study
offered. It prescribes entrance requirements for students and fixes the
number to be admitted to each college. It also supervises the expendi-
ture of all State appropriations for the colleges.
The president of each State teachers college is "responsible for the
discipline and successful conduct of his school" and for the adminis-
tration of all its departments. He makes nominations to the Board of
Trustees for teaching appointments and submits for its approval the
curriculum to be offered (Code 1957, Art. 77, sees. 164-66).
