the care and supervision of the mentally ill of the State of Maryland.
The Department is under the executive direction of the Commissioner
who is appointed by the Governor with the approval of the Mental
Hygiene Advisory Board. The Commissioner is empowered to make
rules and regulations for the conduct of the department and upon the
recommendation of the Advisory Board appoint the Superintendents
of the State mental hospitals. In addition to the control of the various
hospitals, the Department is empowered to license, inspect, and super-
vise any institution or agency, whether public or private, having
custody of the mentally ill. The Mental Hygiene Reorganization Act
established within the Department two divisions, each with its specific
duties.

Division of Psychiatric Education and Training

The Division of Psychiatric Education and Training is under the
direction of a Chief appointed by the Commissioner of Mental Hygiene
with the recommendation of the Advisory Board. It is the function
of the Division to advise and consult with the personnel of the various
State mental hospitals concerning psychiatric services, nursing, re-
habilitation, social work, and food supervision. The Division cooperates
with the Psychopathic Department of University Hospital in order
to integrate and coordinate the-work of the hospital and the State
mental institutions so that the personnel of the respective institutions
may be more completely utilized.

Division of Administration and Finance

The Division of Administration and Finance is under the supervision
of a Chief appointed by the Commissioner with the recommendation
of the Advisory Board. The Division is responsible for the direction
of the several mental institutions operated by the State in matters
relating to personnel and public relations, budget and accounting, pro-
curement and farm management, and engineering and finance.

Mental Hygiene Advisory Board

Members: J. Milton Patterson, Director of the State De-
partment of Public Welfare; Jacob Finesinger, M.D., Pro-
fessor of Psychiatry, University of Maryland.; John C.
Whitehorn, M.D., Professor of Psychiatry, Johns Hopkins
School of Medicine; Ernest L. Stebbins, M.D., Director
School of Hygiene, Johns Hopkins University; M. Marie
Meier, Ph.D., Supervisor of Special Education, State De-
partment of Education.

The Mental Hygiene Advisory Board is composed of the Director
of the State Department of Public Welfare, the Professor of Psy-
chiatry of the University of Maryland, the Professor of Psychiatry
of Johns Hopkins School of Medicine, the Director of the School of
Hygiene of The Johns Hopkins University, and the Supervisor of
Special Education of the State Department of Education. In addi-
tion to making recommendations to the Governor and the Commis-
