The law creating the State Board of Examiners and Registration of
Architects was declared to be a public health, life and safety meas-
ure, and generally enacted to promote the public welfare by requiring
that only properly qualified persons shall perform the functions of
Architect in. the State of Maryland. It provides that all such per..
sons shall submit to an examination or submit evidence of their
qualifications to the Board before being entitled to practice Architec-
ture in Maryland.

The Governor appointed five competent persons, citizens of the
State of Maryland, at least three of whom shall be graduates of
approved schools of Architecture and all of whom shall have been
engaged in the independent practice of architecture for a period of
ten or more years. The Governor designates a Chairman.

Chapter 752 of the Acts of 1939 created the Board of Registration
for Profesisonal Engineers and Land Surveyors; with the general
provisions that only properly qualified persons shall be professional
engineers or land surveyors in the State of Maryland, and such per-
sons shall be compelled to submit evidence that they are qualified to
practice professional engineering or land surveying and shall be reg-

The board shall consist of five (6) professional engineers, all of
whom shall be appointed by the Governor from nominees recom-
mended by the Maryland Chapter or Section of the American Society
of Civil Engineers, the American Society of Mechanical Engineers,
the American Institute of Electrical Engineers, and the American
Institute of Chemical Engineers, and who shall have the qualifications
required by Section 4 of this Act. The Board shall consist of at least
one Civil Engineer, one Mechanical Engineer, one Electrical Engineer
and one Chemical Engineer. The above societies shall each recom-
mend not more than three nominees for the first board. In filling a
vacancy, there being only one engineer of that classification on the
