Art. III, Sec. 30, Const. . THE GOVERNOR'S CONTINGENT EXPENSES shall be reported to the Legislature. Art. III, Sec. 32, Const. ' MONEY ONCE PAID INTO THE STATE TREASURY can only be refunded or a lease of obligations to the State- granted by the Legislature, on the recommendation of the Governor, or officers of the Treasury. Art. III, Sec. S3, Const. JUDGES SHALL BE REMOVED by the Governor on con- viction in a court of law of incompetency, wilful neglect of duty, misbehaviour in office, or other crime, or on impeachment or address of two-thirds of each House of Assembly. Art. IV, S. 4.Const.
