of the peace as small debts; but no fine or forfeiture imposed
under any ordinance of said corporation shall exceed the sum of
twenty dollars.

313. The said corporation shall not issue any note, certificate
or other device to be circulated as currency.

WttLIAMSPOBT.

314. The citizens of the town of Williamsport, in Washington
county, are a body corporate, by the name of " The Burgess
and Commissioners of Williamsport," and by that name may sue
and be sued, and may have and use a common seal.

315. The bounds of said town are as described on a plat
thereof, recorded in the office of the clerk of the Circuit Court
for Washington county.

316. The free white male citizens of Williamsport, of the age
of twenty-one years and upwards, and who have resided in said
town for twelve months next preceding the election, shall, annu-.
ally, on the first Monday in March, at such place as shall be de-
signated by the corporation, elect a burgess, an assistant burgess
and five commissioners of said town, who shall have resided
within the town twelve months next preceding the election, and
who shall be the proprietor of a house and lot therein.

317. All elections shall be held and conducted as shall from
time to time be directed by the by-laws of the corporation, not
inconsistent with this charter.

318. If, during the year for which they were elected, the bur-
gess, assistant burgess, or any of the commissioners shall die, re-
sign, remove from said town, or be non compos mentis, or dis-
placed, an election to fill the vacancy shall be held, and all per-
sons qualified to vote at the regular may vote at such special
election.

319. The burgess and commissioners may meet as often as
occasion may require, upon the business of the town, and not
less than once in every three months, and the assistant burgess,
in the absence of the burgess, shall preside at such meetings, and.
•when the burgess is present shall have the same power as a
commissioner.
