233. The pay of laborers upon the public roads in said county,
shall be one dollar per day for each laborer.
234. If any person shall alter or change, or in any manner
obstruct or encroach on any of said roads, or cut down, or
destroy, deface or injure any of the bridges, causeways, bound-
aries, marks, directions, or other establishment thereon, he shall,
on conviction in the Circuit Court, be fined at the discretion of
the court, not exceeding twenty-five dollars, according to the
nature and degree of the offence.
235. All fines imposed in such cases, shall be appropriated to
repairing such damages and improving the road, and shall be
paid to and accounted for by the supervisor.
SCHOOLS.
236. The county commissioners of said county, shall, on the
first Wednesday of December, or within ten days thereafter, in
every other year, appoint one learned and discreet person from
each election district in said county, to be styled a board of school
commissioners for Washington county.
237. The said school commissioners shall enter upon the duties
of their office, on the first day of January succeeding their
appointment, and shall serve for two years from the date
thereof, or until their successors shall qualify.
238. They shall organize said board by the election of a presi-
dent from among their own number, and a secretary, with such
compensation for his services as they may deem right and
equitable.
239. They shall elect one of their number treasurer, who shall
give bond to the State of Maryland, in the sum of ten thousand
dollars, with at least two securities, to be approved by said
commissioners, with the condition that lie will faithfully per-
form the duties of treasurer of the school commissioners of said
county.
240. The said treasurer shall pay over and apply all moneys
that shall come to his hands or care to such person or persons,
and in such manner, as the school commissioners shall direct.
