896 WASHINGTON COUNTY. [ART. 21.

taxes for said county shall pay the amounts thereof in the same
manner that jurors are paid.

ELECTIONS.

91. Washington county is divided into thirteen election dis-
tricts, according to their present bounds and limits, and all elec-
tions for public officers shall be held in the said districts, at the
places therein heretofore established by law for that purpose.

92*. The county commissioners shall have power and authority
to create new election districts, in addition to those already esta-
blished, whenever in their judgment the convenience of the
voters of the county or any part thereof would thereby be pro-
moted, and shall also have power to abridge or enlarge any dis-
tricts heretofore established by the Legislature or which may
hereafter be established by said commissioners, and shall have
the further power to designate the places of holding the election
polls in all election districts.

93. The judges and clerks of election in said county, shall
receive three dollars a day for their services.

FENCES.

94. All fields and grounds kept for enclosure in said county,
shall be fenced with post and rail, or plank, or worm fences
(well staked and ridered) made of good and substantial rails, at
least four feet and a half high from the ground to the top of the
upper rail; all worm fences shall be at least five feet high from
the ground to the top of the upper rail; the first or under rail in
post and rail, or plank, or worm fences shall not exceed five
inches from the ground or embankment on which the same may
be built; the width between the rails composing the fence shall
be such as is usual in the construction of good post and rail,
plank or worm fences; all brush fences made upon the surface
of the ground shall be at least five feet high, and all brush fences
made upon an embankment, shall be at least three feet six inches
high, and the embankment eighteen inches high; and all stone
fences made upon the ground shall be at least four feet high
from the surface of the ground.

95. Nothing contained in the last aforegoing section shall be
construed to extend to other than outside fences..
