become incapable of acting, the county commissioners of said
county, at their first meeting thereafter, shall elect one of the
inhabitants of said county, in the place of said trustee.

5. The said county commissioners shall also annually elect a
person qualified as aforesaid to be a trustee in the stead of the
first named or eldest of said trustees in point of service, and the
said eldest trustee shall thenceforth be discharged from his
office.

6. The person so elected, before acting as trustee, shall, before
some other of said trustees, take the following oath ; " I, A. B.,
do swear that I will duly and faithfully discharge the duties and
trusts committed to me as trustee for the poor of Talbot county,
according to the best of my skill and knowledge, so help me
God."

7. Any person who shall be elected a trustee for the poor who
shall wilfully refuse or delay to take upon him the said office,
shall forfeit and pay the sum of twenty-five dollars; but no
person shall be compellable to serve or liable to said penalty for
refusing in less than three years after he has served or paid said
penalty.

8. The said trustees, or a majority of them, shall meet at the
alms-house in said county between the first and tenth days of
August in each year, and appoint a fit person to be overseer of
said alms-house, and such other proper officers as they may
think necessary.

9. They, or a majority of them, may remove said overseer
and all other officers by them appointed, at their pleasure, and
appoint others in their place.

10. They may allow said overseer such compensation as they
think proper.

11. They shall require the said overseer to give bond, with
security by them approved, payable to them, in the penalty of
five hundred dollars, conditioned for the faithful discharge of
the duties of his office.

12. They shall meet at the alms-house in said county four
times in the year, in the first week in January, May, August and
