of slaves and free negroes within the limits of said village; and
punish with moderate correction all such slaves or free negroes
as shall be found wandering or strolling about the streets at
night, and prevent slaves frequenting the houses of other persons
in said village without the consent of their master.

54. The said commissioners, or a majority of them, may appoint
a treasurer for the said corporation, who shall give bond to said
corporation, with security to be approved by the commissioners,
or a majority of them, in such penalty as they shall fix, condi-
tioned for the faithful performance of his duty as treasurer; and
he shall receive and pay any moneys according to the ordinance
passed by the said corporation, or a majority of them.

55. All fines and forfeitures imposed by the said commissioners,
by virtue of any law or ordinance, shall be applied in such
manner for the use of said village as may be from time to time
by ordinance directed.

56. The said commissioners shall receive no compensation for
their services.

57. The said corporation shall not issue any device, token,
note, certificate or evidence of debt, to be used as currency.

58. No swine, belonging to any inhabitant of aaid village,
shall be suffered to go at large in said village, and if any person
shall find any swine going at large therein, he may kill the
same, and if sued therefor may plead the general issue and give
the special matter in evidence.

MILLS.

59. The master, owner, miller or other person properly belong-
ing to or owning any horse-mill or windmill in said county, may
take and receive for grinding any quantity of corn or rye the
sixth part thereof.

60. Any person such as is described in the last aforegoing
section, who shall take or demand any greater toll than is therein
prescribed, shall for every offence forfeit twenty dollars, to be
recovered before any justice of the peace by action of debt, one-
half to the State and the other half to him who shall inform
or sue for the same.
