shall, under oath, value, appraise and assess the property in said
village.

48. If any of the owners of property assessed within said
village shall conceive themselves aggrieved by the assessment
made by said assessor, they may appeal to the said president
and commissioners, who may make such deduction from the
valuation of their property as to th'em shall seem just and
proper.

49. The said commissioners may pass all by-laws and ordinances
necessary to give effect and operation to all the powers vested in
them, and the corporation may impose fines and forfeitures for
the breach of their by-laws and ordinances, and recover the same,
in the name of said corporation, before any justice of the peace
of said county, as other fines and forfeitures are now recovered;

but no ordinance of the said commissioners shall impose a fine
or forfeiture for any offence of more than ten dollars.

50. If any person shall refuse or neglect to pay any taxes, fines
or forfeitures imposed upon them by any ordinance of said corpo-
ration, the said commissioners may collect the same, in the same
manner, and with the same costs, as small debts.

51. The said commissioners may make all necessary regulations
to secure property against fire, promote health, and conduce to
the general welfare and prosperity of the said village.

52. The said commissioners, or a majority of them, may annu-
ally appoint an active, discreet person to be bailiff and collector
within the limits of said village; and the said bailiff, before he
shall proceed to the execution of his said office, shall take an
oath, to be administered by a justice of the peace for said county,
that he will faithfully and impartially perform the duties required
of him as bailiff and collector, within the limits of said village,
according to the best of his skill and judgment; and the
said bailiff and collector shall give bond in the same manner
and under the same penalties that the several constables of said
county do.

53. The said bailiff and collector shall attend the meetings of
the said commissioners whenever he shall be requested, to
perform such services as shall from time to time be by them
directed; shall prevent the tumultuous and irregular meetings
