12. They shall meet four times in the year, (besides the meet-
ing hereinbefore directed for the election of an overseer,) in the
first week in February, May, August and November, or oftener
if they think necessary, and make, by a majority of votes of
auch as may be present, such rules and by-laws as they may
think necessary for the government and support of the said
alms-house and for the maintenance and employment of all such
poor persons as may be taken under their care, and of all
vagrants, beggars, vagabonds and other offenders that shall be
committed thereto.
13. They shall purchase sufficient beds, bedding, household
and kitchen furniture, cows, horses and other necessaries for the
comfort, use, employment and support of the inmates of said
alms-house.
14. They shall, under the penalty of twenty-five dollars each,
make and render to the county commissioners, at their first
meeting in May, every year, a statement of their accounts and
expenses, with the necessary vouchers for the preceding year,
which shall be settled and passed by the said commissioners
provioua to making the new appointment of trustees.
15. The overseer shall keep a Itet of all poor, beggars, vagrants,
vagabonds and other offenders who may be committed to the
said alms-house, and accounts of materials and other things
coming to his hands, and of all expenses and charges attending
the maintenance and support of the inmates of said alms-house,
and of all moneys received by him for the sale of the produce of
their labor, and shall render the same, under oath, to be ad-
ministered by one of said trustees, to the trustees at their regu-
lar meetings, or oftener if required.
16. He may compel any of the inmates of the said alms-
house to work and labor, and shall sell and apply the money
arising from the sale of the produce of their labor to their
maintenance and support.
17. Upon complaint made to any justice of the peace of said
county, that any person, from his disorderly conduct, gives
disturbance to a neighborhood and is likely to become charge-
able to the county, the said justice, if, upon hearing the party,
he shall adjudge the complaint to be well founded, may commit
such disorderly person to the said alms-house for any time not
