they may re-open and decide on any case within one year from
their first decision.

157. No teacher shall receive any extra compensation for
teaching Latin, Greek, or any other classical or foreign lan-
guage, upon pain of dismissal.

158. Whenever the taxable inhabitants or patrons of any
school district shall neglect to elect local trustees on the first
Saturday in May, the general board of trustees for primary
schools shall appoint three taxable inhabitants of said school
district to act as local trustees until their successors are elected,
but any three taxable inhabitants of such district may, at any
time, give public notice, in writing, to be set up at two or more
public places in the district, of an election of trustees in the
manner hereinbefore prescribed, and such election, when made,
shall be as valid as if made on the first Saturday in May, and
the local trustees when so appointed or elected shall remain in
office until their successors are elected by the taxable inhabit-
ants and patrons of the several school districts, and the local
trustees so elected shall always supersede those appointed by
the general trustees.

159. All vacancies among, the local trustees shall be filled by
the taxable inhabitants and patrons, or, if they neglect, by the
general trustees.

160. Each teacher shall keep a regular account of the attend-
ance of the scholars under his charge, and make report thereof
to the local trustees quarterly, or oftener if they require it.

161. Each member of the general board of trustees shall be
entitled to a per diem allowance of two dollars for every day he
shall attend the meetings of said board, to be paid out of the
school fund of the county.

162. The several boards of local trustees shall report, at least
once a year, to the general board of trustees, the manner in which
the several schools have been conducted, the number of scholars
attending the same, and the punctuality and competency with
which the teachers have discharged their duties.

163. The schools and school houses shall in all respects be free
schools for the education of all the children of the citizens of
