732 PRINCE GEORGE'S COUNTY. [ART. 16.

112. All elections shall be held and conducted as shall from
time to time be directed by the by-laws of the commissioners, not
inconsistent with the provisions of this charter.

118. If, during the year for which they were elected, any of
said' commissioners shall die, resign, refuse to serve or remove
from said village, an election to fill the vacancy shall be held
after five days' notice, set up at the most public places in the
village, and all persons qualified to vote at a regular shall be
entitled to vote at such special election.

114. The commissioners so elected, before they proceed to act,
shall each make oath, before a justice of the peace for Prince
George's county, that he will discharge his duty as commissioner
to the best of his skill and judgment, without favor, affection or
partiality; a copy of which oath, with the certificate of the
justice administering the same, shall be entered in a book to be
kept by said commissioners.

115. The said commissioners shall meet from time to time, and
they, or a majority of them, may pass such ordinances, not con-
trary to law, as they may deem necessary for the proper regula-
tion of the village, to remove all nuisances, and prevent all local
causes of disease, to suppress and prevent all disorderly and
riotous conduct by fine and imprisonment, and to compel each
citizen and non-resident property holder in said village to pay
his rateable proportion of the expenses incurred in carrying into
effect the said ordinances.

116. All by-laws and ordinances passed by the said commis-
sioners, together with all their proceedings, shall be entered in a
book to be kept for that purpose, and shall be open to the inspec-
tion of any person interested therein, and copies of all ordinances
and by-laws shall be set up in the most public places in said village.

117. The said commissioners may require the services of any
constable within the election district in which the said village is
situated, whose duty it shall be to. enforce the ordinances and
by-laws of the commissioners when required, and who shall, for
every neglect or refusal so to do, be subject to a fine of not less
than one nor more than five dollars, to be recovered in the name
of the said commissioners, before a justice of the peace for said
county, as small debts are, and applied to the benefit of said
village, and the said constable shall be entitled to the same fees,
