mons, he shall be subject to a fine not exceeding five dollars nor
less than fifty cents, to be recovered as small debts are recovered,
by summons in the name of the State, and to be applied to the
use of the commissionera of the school fund of the county.
99. No free negro or slave shall have or use any row boat, or
other boat, on the Potomac River, or the shore thereof, in Prince
George's county, without, if a free negro, obtaining a license from
a justice of the peace for said county, or if a slave, the special
written permit of his master.
100. Any free negro who shall have or use a boat on the shores
of the Potomac River, in Prince George's county, without ob-
taining a license, as provided in the preceding section, shall,
upon conviction before any justice of the peace for said county,
be fined not less than five nor more than fifty dollars and costs,
and the boat shall be condemned and sold by order of the justice,
and the fine and proceeds of sale paid to the county commis-
Bioners of said county.
101. Any slave, of Prince George's county, who shall have or
use any boat in crossing said river, or going to Alexandria, or
the District of Columbia, without a special written permit of his
master, shall, upon conviction before a justice for said county, be
sentenced to receive not less than ten nor more than twenty
laahes, and the boat, unless it belongs to a white citizen, and is
used without his knowledge, shall be condemned as directed in
the preceding section.
102. No justice of the peace for said county shall grant a license
to any free negro of said county to have and use a boat on the
Potomac River, or the shore thereof, without a written certificate
signed by at least two respectable landholders near the place
where the said boat is usually had and used, that said free negro
is of good moral character.
103. If at any time two or more landholders on the shore of
the Potomac Biver; in said county, shall recommend the suppres-
sion of any license under the 99th section of this article, the jus-
tice of the peace "who granted the license shall notify said negro
of such recommendation, and the said negro shall have a right to
a hearing before said justice, and the justice shall determine the
matter according to justice and right, and suppress or continue
such license.
