rested, and copies of all ordinances shall be' put up at the most
public places of the village.
36. The said commissioners may annually appoint a bailiff, who
shall, before entering upon his duties, make oath before a justice
of the peace for said county, that he will faithfully and impar-
tially perform the duties required of him as bailiff of said village
according to the best of his skill and judgment, and who shall
also give bond in the same manner and in the same penalty as
the constables of the said county do.
37. The said bailiff shall attend the meetings of the commis-
Bionera when required and perform such services as they shall
direct; shall prevent the tumultuous and irregular meetings of
slaves or free negroes within the village, and punish with mode-
rate correction all such slaves and free negroes as shall be found
strolling about the streets at-night, and prevent slaves from fre-
quenting the houses of other persons without the consent of their
masters.
38. The said commissioners may pass all by-laws and ordi-
nances necessary to give effect to the powers vested in them by
this charter, and impose fines, penalties and forfeitures for the
breach of their by-laws and ordinances; but no ordinance shall
impose a fine, penalty, or forfeiture for any one offence of more
than ten dollars.
39. All fines, penalties and forfeitures imposed by any by-law
or ordinance may be collected as small debts are, and shall be
applied in such manner for the use of said village as may from
time to time be directed by ordinance.
CIRCUIT COURT.
40. The terms of the Circuit Court for Prince George's county
shall commence and be held at Tipper Marlborough, in said
county, on the first Monday of April and the first Monday of
November, in each year,
41. The judge of the Circuit Court for said county, in his dis-
cretion, may appoint intermediate terms for the transaction of
equity or other business not requiring a jury, to which terms
equity process may be made returnable.
