and shall discharge such other duties as the commissioners may
require.
60*. The voters of the town shall, annually, at the time of
electing commissioners, elect a chief bailiff, and the commissioners
shall appoint a person to fill any vacancy which may occur in
said office during the year, and shall appoint such underbailiffs
as they may deem expedient.
61*. The commissioners shall annually appoint a supervisor of
the streets.
62*. The commissioners shall allow their clerk and supervisor,
the chief bailiff and underbailiff, such compensation for their
services as the commissioners may deem reasonable.
68*. The commissioners and all other officers of the corpo-
ration, shall, before they enter upon the duties of their office,
take an oath that they will diligently and faithfully, to the best
of their judgment, discharge the duties of their office, with-
out favor, partiality or prejudice, and shall file the certificate of
the officer before whom the same was taken, thereof, amongst
the records of the corporation.
64*. The clerk and chief bailiff shall give bond to the com-
missioners in such penalty, and with such eecuritifes as the com-
missioners may require, conditioned for the faithful performance
of the duties of the office of bailiff or clerk.
65*. The commissioners shall receive all election returns
and determine all questions arising thereon; and any person
conceiving himself aggrieved by reason of any such decision
may appeal to the Circuit Court, which shall hear and determine
the same, and determine who shall pay the costs of appeal.
66*. The commissioners may pass such ordinances not con-
trary to law as they may deem beneficial to the town; may
open and close streets, lanes and alleys; grade and pave the
same, remove nuisances, and obstructions therefrom, restrain all
disorder and disturbances, prevent all congregations of negroes
in public places, apprehend and fine all vagabonds, impose a tax
on dogs, geese and hogs running at large in the streets, and may
impose fines, penalties and forfeitures for the violation of their
