over to the treasurer of the school fund for said county, and be
by him apportioned among the several school districts, allowing
to each the sum of one hundred and fifty dollars.

189. The county commissioners, in ascertaining and regulating
said tax, shall pursue the following mode: they -shall ascer-
tain the aggregate valuation of the real estate in said county,
and also the aggregate valuation of the personal estate; shall
deduct one-third part of the aggregate valuation of the real
estate, and, adding the remaining two-thirds to the aggregate
valuation of the personal estate, shall assess and levy upon
the amount thus produced a certain rate or sum in every hun-
dred dollars, so as to produce the said sum of one hundred and
fifty dollars for each school district in said county, which shall
have been reported as aforesaid; and in ascertaining tfae amount
of each individual owner of property, the same process shall be
observed when real and personal property shall be owned by
"the same individual; and where only personal estate is owned,
the tax shall be laid upon the assessed value of such estate
according to the rate aforesaid.

190. The trustees in each of the school districts shall make
an annual report in the month of October to the clerk of the
Circuit Court for said county, setting forth the number of chil-
dren taught in such district school, and the manner in which the
money received by the said trustees for the support of primary
schools may have been expended; and it shall be the duty of the
clerk of said court to publish in some newspaper printed in .the
county an abstract account of the whole number of children
taught in the primary schools of said county, and also ..the
amount of money received by him for the support of said
schools, and of the manner in which he has apportioned the
same, and to whom apportioned and paid over.

191. All petitions relating to any change of primary school
districts in said county shall be made to the County commis-
eioners.

192. "Whenever any petition for an additional school district,
or a petition in any way affecting the location of primary school
honaes in said county, shall be presented to said commissione-ris,
they shall inquire into the merits thereof; and if, in their discre-
tion, they shall think the prayer of the petitioners ought to be
granted, they shall appoint five trustees, residing in the neigh-
