678 KENT COUNTY. [ART. 14.

said county, and on conviction, shall be fined not less than five
nor more than fifty dollars, to be collected and paid to the clerk
of the Circuit Court for said county for the benefit of the
primary school fund of said county.

SCHOOLS.

169. The several election districts of Kent county are divided
into school districts according to their present bounds and
limits.

170. Five discreet persons, residing in each school district, shall
be annually elected as trustees for such district, by the white
male taxable inhabitants residing in said county, and owning
real or personal property in such school district; but no personal
property removed into a school district thirty days before an
election, shall give the owner thereof a right to vote in such
district, unless such owner bona fide becomes a resident
thereof.

171. At the time of electing trustees, the said voters shall also
elect a clerk for said district.

172. The trustees and clerk so elected shall hold their offices
until the next annual election.

173. It shall be the duty of the clerk of each school district, to
keep the records and proceedings of his district in a book to be
provided for that purpose, and whenever a district meeting shall
be called by the trustees, he shall give notice of the time and
place of such meeting to the inhabitants of said district, at least
ten days before such meeting shall be held; and when any dis-
trict meeting shall be adjourned for a longer time than one
^month, he shall give notice thereof in writing as aforesaid, at
least ten days before the time appointed for such meeting; and
it shall be his further duty to give notice in like manner of every
meeting or election to be held in such district. He shall preserve
all records, books, writings and papers belonging to his office;

and on the expiration of his time of service, shall deliver the
same to his successor in office.

174. The trustees shall fix the day in each year when elections
are to be held for trustees and clerk, and may also call any meet-
