122. The said commissioners may pasa all such ordinances and
by-laws as they may deem necessary to prevent and remove
nuisances, to prohibit the running of horses or driving of carts,
wagons, or other carriages unreasonably fast within the said
town; to prohibit or restrain excessive gaming; to prohibit the
firing of guns or pistols in the streets; to prevent the storage of
gunpowder or the accumulation of other combustible matter in
such quantities or places within the said town as may be danger-
ous to said town; to provide for ascertaining, meting and bound-
ing the limits of said town, and for improving and mending the
streets, lanes and alleys thereof.
123. They may cause an assessment and valuation of tho real
and personal property within the limits of said town to be made
as often as they may deem necessary, and may appoint some
suitable person to make such valuation.
124. They may levy a tax on the property so assessed not to
exceed in any one year the sum of sixty dollars; may impose a
tax of fifty centa on every dog within the limits of said town,
and may pass all ordinances necessary to give effect and opera-
tion to- the powers hereby vested in them, not contrary to the
laws of this State, and may impose such fines, penalties and for-
feitures for a breach of any of their by-laws and ordinances as
they may think proper, not exceeding three dollars for any
one offence.
125. They may annually appoint a bailiff for said town and
prescribe his duties.
126. The person so appointed shall, before he enters on the
duties of his. office, take an oath before the said commissioners
that ho will faithfully and impartially perform the duties
required of him as bailiff of said town, according to his skill and
judgment, and without favor, affection or partiality.
127. He shall attend the meetings of said commissioners
whenever required to perform such services as shall be directed
by the commissioners''; shall prevent the tumultuous and irre-
gular meeting of slaves and free negroes; shall disperse them
when so assembled, and shall punish by moderate correction all
each negroes or slaves as shall be found cursing and swearing in
the streets, or strolling about or frequenting the houses of other
persons in unseasonable hours of the night.
