of them, ho shall be subject to such fine as the mayor, recorder
and aldermen may ordain.

54. In all differences that shall arise between any citizen of
Annapolis and the said wardens touching the discharge of their
duty, an appeal shall lie to the mayor, recorder and aldermen.

55. It shall not be lawful for any person, whether licensed to
sell spirituous liquors or not, to sell, dispose of, barter or give,
within the corporate limits of the city of Annapolis, or within
five miles thereof, any spirituous or fermented liquors or cordials
of any kind, or in any quantity whatever, to any youth or minor
under the ago of twenty-one years, without the written order of
the parent or guardian of such minor, nor to any free negro, except
upon the certificate of three respectable freeholders of the city
of Annapolis that said free negro is of good and temperate habits
and of moral character, or upon the written order of some phy-
sician; nor to any negro slave unless upon the like^order of his
master or owner; and any person violating the provisions of this
section shall be liable to indictment in the Circuit Court for Anne
Arundel county, and upon conviction thereof, shall be fined a
sum not less than fifty dollars nor more than two hundred dollars
for the first offence; and if convicted the second time for a like
offence, be fined a sum not less than one hundred dollars nor
more than four hundred dollars, and be confined in the jail of
said county until said fines shall be paid; the fines herein
incurred to be collected in the same manner as similar fines are
now collected by law.

56. If any person, having a license of any kind, authorizing
the sale of spirituous liquors, shall violate the provisions of tho
preceding section, or permit any person in his employ to violate
the same, at or in his tavern, shop, house or place of business, or
in or upon his premises, with his knowledge and consent, such
license shall be suppressed by the judge of said court, and be
declared null and void.

57. The judge of said court shall, whenever complaint may be
made to him by any two or more respectable citizens of said
city, or any officer of the county or city, that any person having
.a license as aforesaid, is or has been violating the provisions of
section 55 of this article, examine witnesses and inquire into such
alleged violation; and if, upon such examination and inquiry, it
shall appear to his satisfaction that the party complained against
