286. They shall have control of the discipline of their re-
spective schools, and may direct the expulsion or other punish-
ment of refractory pupils.

287. They shall employ teachers for the several schools, but
shall employ no one as teacher who shall not produce the herein-
before mentioned certificate from the inspectors of primary
schools.

288. They may, in their discretion, charge each pupil, whose
parent or estate under the charge of a guardian, is, in their
opinion, able to pay the same, the sum of twenty-five cents a
month, to be applied to the general purposes of the school, and
accounted for as hereinafter provided.

289. All white children in said county, between the ages of
five and eighteen years inclusive, shall receive instruction in
the primary schools free of charge, except as herein otherwise
provided.

290. They shall receive and receipt to the inspectors of pri-
mary schools, for all moneys appropriated by said inspectors to
their respective districts, but no money shall be paid to them
by said inspectors, until they shall deliver to them a certificate
substantially as follows: We, trustees of ----, do hereby
certify that all moneys received heretofore from the inspectors
of primary schools, have been faithfully applied, according to
law, ------, trustees; and no money shall be by the in-
spectors' of primary schools apportioned to any school district,
until the trustees thereof shall deliver to them a certificate, subr
stantially as follows: We, the trustees of the -- school district
in Frederick county, do certify that a school hath been kept in
said district, for at least three months during the year last past,
by an instructor duly appointed and approved in all respects
according to law, and that all moneys received during the said
year from the inspectors of primary schools, have been faith-
fully applied to paying the salary of said teacher, and otherwise
according to law, ---, trustees.

291. All moneys which shall be apportioned by the inspectonr
as aforesaid, and which shall remain in their hands unpaid, for
the space of one year thereafter, from the omission of the trus-
tees to apply for and make the necessary certificates to entitle
them to the same, shall, after such year, be added to the moneys
