torbers of a neighborhood, that may be found in said city, and
the overseer of said workhouse shall receive and keep such per-
sons according to the tenor of the commitment.
143. No ordinance of said city, except as herein specially pro-
vided, shall impose a fine of more than twenty dollars for any
oae offenee, or; authoye a commitment to the workhouse for
more than thirty days at one time.
144. All fines imposed by virtue of any law or ordinance of
the said city, may be recovered before the mayor or a justice of
the peace, in the same manner as small debts, and subject to the
same appeal; and in all such proceedings any constable of the
corporation shall, within the limits of the corporation, have the
same power, proceed in the same manner, and have the same
fees as other constables in cases of small debts.
145. All fines shall go to the corporation, and shall be appro-
priated as directed by ordinance.
146. No ordinance of the corporation shall be binding on any
person who does not reside in the said city, until the same shall
have been published in some newspaper in said city, unless in
oase of wilful and intentional violation of such ordinance, after
notice thereof; and the said corporation shall pass no ordinance
contrary to law.
; 147. The inhabitants of said city, and all persons holding
property therein, shall be competent witnesses in all cases
arising under this charter, or the ordinances Of said city, if
exempt from all other exceptions than that of interest as an
inhabitant of the said city, or member of the said corporation.
INSPECTIONS.
FLOUR.
148. The Governor shall, by and with the advice and consent
of the Senate, biennially appoint an inspector of flour for the
city of Frederick.
149. The inspection district of the oity of Frederick shall
embrace the corporate limits of said city, and all rules and regu-
