100. They shall annually elect, by joint ballot, a register of
said city, and shall fix and ascertain his duties by ordinance.
101. They may provide by ordinance for the appointment of
one or more constables, who shall, within the said city, have all
the powers possessed by constables in this State, except as to the
collection of debts.
102. All officers of the corporation not herein named, who shall
be deemed necessary to execute the laws of the corporation shall
be appointed in such manner as shall by ordinance be directed,
and they and all officers herein named shall receive such fees as
shall be fixed by ordinance of the corporation.
103. The mayor and each of the aldermen shall, in virtue of
their office, have and exercise within the limits of the corporation
all the jurisdiction and powers of a justice of the peace, except
as to the recovery of small debts.

104:. The mayor shall keep open an office in suoh part of said
city as shall be suitable and convenient for preserving the peace
and order of the city, and he may appoint at discretion special
constables, for extra services, not exceeding twenty, whose duty
it shall be to aid the mayor in preserving the peace, order and
quiet of the city, and he shall make the constables thus appointed
such compensation out of the funds of the city as shall be suitable
and proper.
105. The mayor may, in addition to his fees, receive an annual
salary to be fixed by ordinance of the corporation, and every
ordinance fixing such compensation shall continue in force for
one year and no longer,
' 106. The mayor may take the acknowledgment of any deed or
instrument of writing required by law to be acknowledged, and
any acknowledgment so taken by him shall be valid, and he shall
receive therefor the sum of fifty cents.
107. He may call upon any officer of the city intrusted with the
receipt and expenditure of public money for a statement of his ac-
counts, as often as he-or the corporation may conceive it necessary.
108. He shall see that the ordinances are duly and faithfully
executed, and shall report annually to the corporation during the
