dent and commissioners for the time being shall continue and
remain in office until such election shall be held.

79. The limits of the village of Port Tobacco shall be as
heretofore established, marked and bounded by the commis-
sioners of said village, and recorded among their proceedings.

80. The said commissioners, or a majority of them, shall have
power to appoint a clerk and assign his duties, and allow him
such compensation as they may think proper; all ordinances
passed by the said commissioners, or a majority of them, shall
by their clerk be entered in a book by ku&.to be kept for that
purpose; and shall be open at all times to th.friBBpw.ition of any
person interested; and copies of all ordinances shall be put up
in the most public places in said village.

81. The said commissioners shall have power to levy and col-
lect taxes in said village, not exceeding in any one year twenty
cents in the hundred dollars, on the assessable property of said
village; and, for the purpose of making said levy, they shall
once in every two years, or oftener if they think proper, appoint
an assessor, who shall, under oath, value, appraise and assess the
property in said village.

82. If any of the owners of property assessed within said vil-
lage, shall conceive themselves aggrieved by the assessment
made by said assessor, they may appeal to the said president
and commissioners, who may make such deduction on the valua-
tion of their property as they shall deem just.

83. The said commissioners may pass all by-laws and ordi-
nances necessary to give effect and operation to all the powers
vested in them, and may impose fines, penalties and forfeitures
for any breach of their by-laws and ordinances; but no ordi-
nance of the said commissioners shall impose a fine, forfeiture
or penalty for any one offence, of more than ten dollars.

84. If any person shall refuse or neglect to pay any tax, fine
or forfeiture imposed on him by virtue of any ordinance, it shall
be lawful for the commissioners to collect the same, in the same
manner as small debts.

85. The said commissioners, or a majority of them, may an-
nually appoint an active, discreet person, to be bailiff within the
