shall from time to time be by them directed; shall prevent the
tumultuous and irregular meetings of free negroes and slaves
within the limits of said town, and disperse them when so assem-
bled by reasonable 'and lawful measures; shall punish -with
moderate correction all such slaves and free negroes as shall be
found strolling about the streets in the night, and shall prevent
slaves from frequenting the houses of other persons in said town
without the consent of their masters.

50. All taxes, fines, forfeitures and penalties imposed by the
said commissioners by virtue of any law or ordinance, shall be
applied in such manner for the use of said town as may from
time to time by ordinance be directed.

51. The plat of said town on file and of record in the office of
the clerk of the Circuit Court for Cecil county, shall be deemed
and taken as evidence of the limits and boundaries of said town.

CIRCUIT COURT.

52. There shall be four terms of the Circuit Court for Cecil
county in each year, commencing respectively on the second
Monday of February, the first Monday in April, the third
Monday in July, and the second Monday in October.

53. The sheriff shall summon a jury to each term of said court.

COUNTY OOMMISSIONEB8.

54. There shall be three county commissioners for Cecil
county,

55. They shall at their annual meeting in each year appoint a
fit and proper person, a resident of said county, to act as clerk.

56. The said clerk, before entering upon the duties of his
office, shall execute a bond to the State of Maryland, to be
approved by the commissioners, in the penalty of one thousand
dollars, for the faithful performance of said office, which said
bond shall be recorded in the office of the clerk of the Circuit
Court.

57. He shall receive as a compensation for his services such
sum annually as the commissioners may direct, not exceeding
