442 CECIL COUNTY. [ART. 8.

be entered by their clerk in a book to be kept by him for that
purpose, and shall be open at all times for the inspection of any
person interested, and copies of all ordinances shall be put up at
three of the most public places of said town, that the same may
be generally made known.

43. The said commissioners, or a majority of them, shall have
power to levy and collect taxes in said town, not exceeding in
any one year thirty cents in the hundred dollars, and for the
purpose of making said levy they shall, once in every three
years, or oftener if they think proper, appoint an assessor, who
shall, under oath, value and assess the property in said town, in
the same manner and with the like authority as county assessors.

44. The owner of property assessed within said town may
appeal to the said president and commissioners from the valua-
tion of the assessor, who may make such deduction therefrom as
to them shall seem reasonable and just.

45. The said commissioners may pass all by-laws and ordi-
nances necessary to give effect to the powers vested in them,
and to impose fines, penalties and forfeitures for the breach
of such by-laws and ordinances; but no ordinance shall im-
pose a fine or forfeiture for one offence, of more than ten
dollars.

46. If any person shall refuse or neglect to pay his taxes, fines
or forfeitures, the said commissioners may collect the same, in
the same manner as small debts are collected.

47. The said commissioners, or a majority of them, may
annually appoint an active and discreet person to be bailiff, and
collector within said town.

48. The person so appointed shall, before he acts as such,
take an oath before some justice of the peace of the county,
that he will faithfully and impartially perform the duties re-
quired of him as bailiff and collector within the limits of said
town, without favor, affection or partiality, according to the
best of his skill and judgment, and shall also give bond in the
same penalties that the several constables of said county do.

49. He shall attend the meetings of the commissioners when-
ever he shall be required, and shall perform such services 03
