438 CECIL COUNTY. [ART. 8.

alms-house any vagrants, vagabonds, beggars and other idle,
dissolute and disorderly persons found loitering or residing in.
said county, who follow no labor, trade, occupation or business,
and have no visible means of support, there to be kept at bard.
labor for any time not exceeding three months.

20. The county commissioners for Cecil county shall levy on
the assessable property of the county, annually, such gum as in
their gudgment may be necessary for the support of the alms-
house.

21. The trustees shall purchase all necessary bedding and
furniture for the same, clothing for the inmates, and stock and
farming utensils for the farm.

22. They shall, under the penalty of fifty dollars each, make
out and render to the county commissioners at their first meet-
ing in April in each year, a statement of their accounts and ex-
penditures, with the necessary vouchers, for the preceding
year, which accounts shall be settled and passed by the commis-
sioners previous to making the new appointment of trustees.

23. They shall be entitled to one dollar per day for each day
they shall attend to the discharge of their duties as trustees.

24. All sheriffs, constables, and other officers shall aid and
assist the trustees for the poor, and all persons by them employed,
in the execution and performance of their respective duties.

25. If any person shall be sued or prosecuted for any matter
or thing by him done in execution and performance of any duty
imposed by this law, or any matter or thing herein contained, he
may plead the general issue and give the special matter in
evidence in his defence; and if on trial verdict shall be given
for the defendant, or if the plaintiff be non suit or discontinue,
the defendant shall recover treble costs, and if the plaintiff is
unable to satisfy the same, they shall be paid by the attorney
who brought the suit, unless the plaintiff shall give security for
the costs to be approved by the court.

26. The trustees of the poor in Cecil county and their suc-
cessors shall be entitled to the residue of all personal estate of
persons dying intestate in said county and leaving no legal
