436 CECIL COUNTY. [ART. 8.

County," and by that name they, and their successors, shall take,
hold, possess and enjoy any gift, donation or present which shall
be given, devised or bequeathed by any person, to them, for or
towards the support and maintenance of the poor in said county;

and they may purchase, and hold, and enjoy, to them and their
successors forever, any lands, tenements or hereditaments not
exceeding the yearly value of fifteen hundred dollars.

7. They may uae one common seal, and the game, if -necessary,
may change and alter.

8. They shall at their meeting in November, annually, appoint
from their own number a treasurer to receive all the funds of
said institution, who shall give bond with sufficient security
to the trustees for the time being, and their successors, that he
will fairly and honestly account with said trustees for all money
that may come into his hands at the expiration of every year, or
sooner if required by said trustees or their successors ; and the
said treasurer shall receive a compensation not exceeding three
per cent. on the moneys he receives and accounts for.

9. They shall meet at the alms-house four times in each year,
in the first week in January, May, August and November, or
oftener if necessary, and make, by a majority of votes of such
as may be present, such rules and by-laws as they may think
necessary for the direction, government and support of the alms-
house, and for the maintenance and employment of all such
persons as shall be taken under their care, and of all vagrants,
beggars, vagabonds and other offenders that shall be committed
thereto.

10. They shall annually, on or before the first day of Feb-
ruary in each year, appoint an overseer of the alms-house, such
appointment to take effect on the twenty-fifth day of March
next ensuing, and shall, within ten days after auoh appointment,
inform the overseer thereof.

11. They may remove such overseer at their discretion, and
shall give him ten days' notice of his discharge.

12. They may pay the eaid overseer a sum not exceeding two
hundred dollars per annum as a salary, and so pro rata during
his continuance in office.
