138. Any person may make pavements at any time, so they
be made in accordance with some general plan, to be laid down
by the corporation.

139. The burgess and commissioners mdy make and enforce
all such by-laws, regulations and ordinances, not contrary to
law, as they may deem wise, equitable and expedient for the
comfort, health, convenience and prosperity of the town and its
inhabitants; for the prevention and removal of nuisances, pre-
servation of health, and suppression of vice and immorality within
its limits.

140. They shall have power to lay an equal tax on the pro-
perty within the limits of the town, to such amount as may be
deemed necessary for the purposes of the corporation, which tax
shall be collected and paid to them by a collector, by them ap-
pointed, and who shall have the same power to distrain therefor,
as the collector of county taxes; and the burgess and commis-
sioners shall fix the term of office, responsibility and compensa-
tion of such collector.

141. All fines and forfeitures under the ordinances of the cor-
poration, and the laws of this State, within its limits, shall be
recoverable before the burgess or before a justice of the peace,
in the absence of the burgess, or at his request, as small debts
for the use of the corporation; but no fine or forfeiture under
any ordinance of the said corporation, shall exceed the sum of
twenty dollars.

142. The burgesg shall be treasurer of the corporation, and
shall give bond to the corporation, with security approved by
the commissioners, in such penalty as they shall prescribe, con-
ditioned for the faithful performance of his duty as treasurer,
and he shall receive and pay away moneys according to the
ordinances of the commissioners, or a majority of them.

143. The said corporation shall not issue any note, certificate,
token, or other evidence of debt, to be used as currency.

144. Any person residing in said town may impound any
Swine belonging to any person residing therein, that may be
found going at large in the town; and any person so doing shall
immediately set up notice thereof, in the most public places in the
town, for at least three days, inserting therein the marks and
