JUSTICES OF THE PEACE AND CONSTABLES.

21. There shall be the following number of justices of the peace
and constables for Carroll county: For election district number
one, three justices of the peace and two constables; for election
district number two, four justices of the peace and two con-
stables; for election district number three, two justices of the
peace and two constables; for election district number four,
three justices of the peace and two constables; for election dis-
trict number five, three justices of the peace and two constables;

for election district number six, three justices of the peace and
two constables; for election district number seven, four justices
of the peace and two constables; for election district number
eight, two justices of the peace and one constable; for election
district number nine, three justices of the peace and two con-
stables; for election district number ten, two justices of the peace
and two constables; for election district number eleven, two
justices of the peace and one constable.

MANCHESTEB.

22. The citizens of Manchester, in Carroll county, are a body
corporate, under the name of the commissioners of Manchester,
with all the privileges of a body corporate, and have a common
seal, and perpetual succession.

23. The limits of the said town of Manchester shall extend to
the distance of one-half mile from the centre of the town each
way, and the property within said limits, except that now owned
by Zion'a church, and the other places of worship, and the Man-
chester Academy, shall be subject to such taxes and charges as
may be deemed necessary by said commissioners, or a majority
of them, to support and maintain the expenses which may at any
time be incurred in the improvement of said town, and for other
corporate purposes.

24. The free white male citizens of Manchester, of the ago of
twenty-one years and upwards, and who have resided in the said
place for the space of six months next preceding the election,
shall, on the first Saturday in April in each year, at such place
as shall be directed by the commissioners, elect five com-
missioners, who shall each be the proprietor of a house and lot
.within the limits of said village, and who shall have resided
within the limits of the same' six months preceding the election.
